As of the moment in time I looked, the above is true. Your alliance has a cap of 25 routes out of any alliance partner's base (this is shared alliance-wide). Those with the actual base itself are exempt from this count. As you can see, JFK does not appear in the dropdown, and this is because the full 25 routes already exist within your alliance's ranks. All other bases which are NOT yours appear, at present, as available. Your bases appear in your section, and do not repeat in the alliance section.
plainsfire I believe yours is likely a similar situation, but I will look into it right now to confirm.
Plainsfire: if Edmonton at the time had 15 routes (your alliance's cap), it would not appear as a possible origin. If it had the present 14 routes, there may be an issue. There's a good many bases, and at the moment they all appear to be following the game's rules for availability properly (however with that many bases, I did not take a proper fine-toothed comb over the results). Any base for your alliance which has 15 alliance routes [again, members with an actual base at the airport are not included in this count] will not appear in the dropdown menu for create route.
