Maintenance Costs, by age, or by hours?

I've been reading about how maintenance costs for aircraft begin to rise after they reach 2-3 years old. Does the rise in maintenance costs also apply to aircraft that are 2-3+ years old, but have no cycles or hours on them?

Cycles and hours have no bearing to maintenance costs as of right now. Just age.
