Can't Make Alliance Routes (PW21)

I am in an alliance with Asiair and Conquistador.
For some reason Conquistador has alliance routes at both Asiair and my bases, but I can only make alliance routes from Asiairs bases.

Conquistador (ID:7488) Made the alliance. Asiair is ID:1048 and I am ID:6785.

Did Asiair use up all allocated alliance routes from Conquistador's base?

A similar thing happened in Star Alliance (ID: 1) in World 17.
Many of the bases of REX and Virgin America (who joined before me) don't show up either in the Alliance Bases list or in the Create Route screen. Also, Virgin America, the founder, is not listed as a member of Star Alliance. I don't know if these are related problems. The routes are definitely not used up here.

No. He has no European routes.
