Okay, so I see that all the worlds have Fluctuating airports feature off..... so, when will this be added or has it just not been selected by anyone. (It sound really complicated to make)..

The data for them changes, probably depending on the population of the area and it the amount of flights into it, at first, I guess the airports will have to be pretty stable becuase otherwise they'd all go to 0  :D

As the founder of a private world, I can assure you that fluctuating airports is not an option to select. I believe the feature is going to be added in the future, but I honestly might have made that up. So in the end, this question remains unanswered.

Anyone want to shed some light?

Formula wise we think it's pretty much there (at least, ready for testing), we're still trimming a little fat in the back-end to ensure when added it will not cause excessive lag in the hourly script.
