New worlds are generated automatically when all present worlds are 80% full, which means there is gonna be a world 11 in the foreseeable future. We'll need about 1052 players in world 10 for world 11 to automatically appear.

How are the in-world timelines determined for new worlds? I just got an account reset because W10's timeline pleased me more than W9's

Automatically. Everything in the public world is selected automatically, at random, so you never know what's coming. You can only predict when a new world is going to arrive, as mentioned already, because of the 80% norm.
