i am out of cash

we can buy gates when we have no cash, but could we buy a hub with no cash?
(i mean deficit in Airline Cash)

When setting up a new base I need to buy additional gates to fulfill the minimum requirements. If I return the unused gates after setting up the base will I still be charged at the end of the month for those gates??

Nope.

You will be charged when you rent them out though.
