you dont make it, all you do is save the smilie by right click>save picture as and then open desktop properties and choose it as tiled. I done this with a couple of animated smilies from fs2004.com forums and it was really funny cause they were laughing together or jawdropping together

luckyly I still have the screenies on photobucket
