I cant open a focus city for some reason...i have 4 gates at my hub

etting the Standard for Commuter Airlines...

If you want to open up a focus city you must rent 4 gates at the desired location. So if your hub is in DCA and you would like to open up a focus city in Toronto then you must rent 4 gates at YYZ before you can open it up. Am being I helpful?  :)

If you mean you have 4 gates at your starting airport, that is already a focus city you got for free.
So if you want to open a second base, then you will have to rent 4 gates, and then there will be an option in the menu to make that airport a base.
