To keep everything in order, try to split up each of your replies into 3 sections - civil, military and international.
Civil - Everything to do with your country. This includes the internal cabinet, legislative and judiciary wings.
Military - Self explanatory.
International - Things to do with peaceful or non-peaceful discussions with other countries.

CivilPM Gordon Brown today announced a 3% increase in British land tax rates. In an urgent press conference amid hundreds of protesters standing outside the PM office on Downing Street, Mr Brown said that it would lead to a stable surplus in the new year's funds. In return, the PM promised to increase funding for social welfare and family planning, targeting those living in less privileged circumstances. In other news, the UK celebrated the new year with plenty of screaming and pushing and drinking.
Military The UK has stepped up defense in and around the Persian Gulf, sending two more frigates from an undisclosed base in Egypt to the area. The UK has sent a military envoy to Washington to discuss further issues regarding the temporary government in Iraq and the surrounding area. It eagerly awaits the US to receive the envoy.
InternationalThe UK has proposed a new resolution, to be debated and voted upon in the United Nations. All nations are requested to read and reply to the resolution, so that it can be passed or rejected quickly.

ALARMED at the recent reports regarding aggravated states of global warming,
CONCERNED about the future of all peoples around the world in the coming future,
EXPRESSING INTEREST in a possible way to resolve the issue,
PROPOSES all nations to reduce emissions of CO2, CO, NOx and suspended particulates to 80% or lower or its current values by the year 2015,
SUGGESTS a Climate Change Fund to be created to assist countries who have financial difficulties applying the previous clause,
and STRONGLY URGES all nations to educate its citizens about the serious problem and what can be done to lower each person's emissions.
