There is no 'official' partners in the game yet.

There may be at sometime, but its not in the game yet.

But its most likely WAY down the list of things to do.

It's a way people call other airlines they're friends with, its just  something they want to write down the Press and Ad thread,
Official Partners can be also be the members of an alliance (you can use their base to start routes) or brokers (they will give you a nice discount on planes)

I don't think they have it on the list at all.... at lease not the part I bother to read :P

All the so called "official partners" are invented by players, like GAG says he is a "non-official broker"... same thing.

The only officials in AM are
- the Staff/Admins (StephenM, Air Elbonia, hpscot08, Daniel Doorgakant, our ADO yet to be announced, and myself)
- Mods (Cornfield, MrOrange, Pacific)
- Chinese supports (pTr, yuziirvine)
- Official Brokers (MrOrange, Sla31, Hampo, and myself)

All in all 13 people. Anyone claiming to have a title other than those listed are not recognized by the game.
(I know I am going off-topic here, but something needs to be clarified.)

You think we get paid.

No, we do it just because we love the game and we want to help as much as possible.

You don't make official partners.
You might ask someone and they might accept or decline it and if they do accept, then you have something to write about in your airlines press realese. As said before, they can be non-official brokers, leasing partners (samething), and selling partners. Plus, if you are close to your official partner, then you might snuff out competition. Also said before, a partner in your alliance is always a good combination.
