[NAB] Can't create base

I've rented five gates at Honolulu, but I can't seem to create a focus city there. I do not have any other bases right now, after closing two in Japan. My home continent is Europe.

Bonus question: Is it possible to change home continent without resetting?

You have to have a base on your home continent before you can open a foreign base. So your best bet would be to ask the world creator to change your home continent.
