Building Terminal, only 4 slots availabe

Think is't a limit, but I might miss some options ...

At Hong Kong - Chek Lap Kok International (PW#1170) I've rented 2 gates and I'd like to build a Terminal to reduce the (future) costs. Since the minimum # gates to build is 5 I'm confused there are only 4 slots availabe for me at this moment. Does this limit deals with the 'only' 2 rented gates? If so, why?

The airport information tells me there are 297 gates available.

You will have to use the gates that you rent. The system is designed to stop you from renting more gates than you need in order to deprive others of accessing gates. Try using atleast 3 gates before you can rent 5.

Or rent two more gates, create the focus city, build a terminal with 5 gates, then return all 4 rented gates.
