[NAB] Cannot create a fifth Focus City, however this should be possible.

Hello fellow AM-members,

I might use some help in PW#923. 20 Year Challenge 1989 - 2009.
In this world it is possible to have two foreign Focus Cities -> [2] 5
My Focus Cities are located at these places:
Brussels (BRU)
London Heathrow (LHR)
Paris Charles De Gaulle (CDG)
and at least at Hartsfield-Jackson Atlanta International (ATL)

I first created a FC at Benito (Central America) but I ceased all operations from that FC and deleted it.
As far as I know, ATL is now the only foreign Focus City I'm operating from.
Though, I cannot create another FC in another continent.
Could someone help me out with this?

Hello,

You have up to 5 focus cities allowed in your home continent (Europe). Every time you build a foreign focus city, it counts as 2 home focus cities. At the moment you total number of focus cities match 5, (3 x Europe 1 x North America which counts as 2). You will not be able to open any more focus cities either foreign or domestic.
