that is becuase 6-abreast seating is the maxium seating you could get into a 737 (unless your seats are unreasonably narrow or just becuase youre running ryanair). It is impossible for some older planes (737-100, -200 for example) to get the FAA-exit number of seats (normal seats) into the 737.
That is why a 737-100 could only get as much as 96 seats (with 16 rows, i suppose) yet the FAA-exit limit is 110 or just shy of it (I forgot )

FAA-exit limit is more like a speed limit. You cant get over it for safety reasons but you can go under it. Suppose 75 miles is the limit of the road but your car could only go 70. Then there are no way that you could reach the speed limit. It is same case for some of the older 737s. Theyre allowed to put as many people as the FAA exit limit but they just didnt got the space for it.

I remembered that in Boeing's pdf it saids all the above Game data as 6-abreast seating and what you have mentioned is actually the limit posed by FAA, which is based on number of exits (I think )
