Focus Cities [Foreign] Total?

Yes, it's true. [1] 7 means you can have 1 foreign fc, out of 7 total fc's. the foreign fc (unless classified as unlimited) takes 2 total focus city slots. in this scenario you either can have 7 fc's in your home continent, or 1 foreign and 5 in your home continent.

How do we know if it's unlimited and how would it be designated in the world lobby?

it'll say it is, and it will read [unlimited] 7. in this case, you can have up to all of your fc's be outside of your home continent. there is also the possibility (however it is highly unlikely to be pursued in public worlds] for having unlimited fc's overall. So, in private games, you might see [unlimited] unlimited.
