Yes, aircraft with 19 or fewer seats do not require a flight attendant. Examples in common airline service recently are the Beechcraft 1900, BAe Jetstream 31 and Swearingen Metroliner-series aircraft.

Those aircraft, not coincidentally, are the ones commonly found on those government-subsidized "Essential Air Service" routes within the United States.
