I want to and I am doing that to limited accounts (inactive / in debt multiple accounts, repeat offenders, and fake accounts).
Temporary account suspension goes without mentioning. That is the only realistic way to get the players to response to our investigation. Penalties would include a in-game cash penalty and possibly a period of suspension. I am trying to refine my penalty formula so in the future the penalty would by a measurable sum in relative to your networth, instead of a fix amount regardless of your size. What I am thinking is a fixed amount + a percentage of networth + an additional percentage of administrative fee (which unfortunately, I don't get to pocket). The fixed amount would most possibly cover the unfair gain from the violation, which the other two should make up the real penalty. At the moment, it is only 120% of the fixed amount, which sometimes does not even cover all the unfair profit made, although the sum is usually large enough to sound good
I could say that we are working on make the rules more visible. After all players are informed and aware of the rules, the penalty will be a lot tougher. (maybe delete accounts on second offence).
