When is the advisable time to build hubs?  So far, I have 20-25 seater planes with ranges of roughly 1000.

Wait until you have a DOC of around 10-15 million. It also depends on how fast you want to grow. And do remember that the total cost of opening a new base will be 64x the cost of a single gate
