It's a twin engined airliner, this specific model is the third generation, the first model of the first version flew in the 60-ies

I've been told that this picture is the only one in existence of this control surface in operation. It's used because the engines on the MD-90 are heavier than onthe MD-80, so in case of a nose up-attitude stall these will push the nose back down
