Technically speaking , the answer is yes.
When one says normal, one should be referring to people behavior within the norms of a society. Those norms and values would be shared by mostly all people in that group. When everyone is normal, everyone would be sharing the same values and norms. When everyone is sharing the same values and norms, everyone would be in the range of being normal.
Looking at it that way, what you are asking is if everyone is male, would anyone be male. Same deal. Your own question has pre-defined the answer to it.
But then of course, if you are looking at it from a cheeky smartass way, true, the word "normal" may not exist because they would not have such a concept.
Nevertheless, even if under that hypothetical situation that no one has the concept of "norm", they still share the same norms and values. It is just that they would not consciously know that they were doing so. As a result, that would not change the truth as in under our current concept of normal, the answer to your question is still yes.
It has nothing to do with being philosophical.
