DDR2 should be no problem, it's the standard thing around atm and almost all systems somewhat up to date support it.
PCIe 2.0 is fairly new, has only been around for half a year or so. There are not many chipsets that can work it, so it depends on your machine. Intel X38 standard or the AMD 780 chipsets are capable.

Ok...since this card is €50 and its pci express 2, my computer is pci express 1 compatible. On wikipedia it says

I was recommended Elara for Monitors, so they seem to be a reasonable company to deal with.

Should I go for it?

I most certainly would, yes. Although you will not be able to take the card to the max, as your computer will slow it down. But the price is good, as is the card.
