I am in world 6, I should be able to create 7 bases

London Gatwick, Amsterdam, Barcelona, London Stansted, Munich
Beijing Capital

A total of 5+1, but why I cant start another new base?
it shows You already have the maximum possible focus cities, consider closing an existing focus city.

Foreign bases count as 2.
