Well, I created a new base at YEG, and a did a short route to YMM, and when I did the route research, a planes showed up that had already had 2 0.5 routes on it. I clicked on them and it didn't forbid me from creating 1 more 0.5 route. I created the route and then I saw that the plane page had 3 0.5s on it. So i promptly closed the route of course

Would this be a bug or not? My id is 8472. and my planes ID is 1241.

Did that plane have 1-2 0.5 routes at another base? Or were all flights for this plane based in YEG?

In theory, a plane could do upwards of 14 0.5 flights without breaking the rules.

if it's 2 from base A and 1 from base B.

it's fine, it's not perfect, but it's reasonably accurate at this point.  In theory you can daisychain a bunch of one-ways (in real life and in game), as long as no city sees more then 2, it's fine.

If I have 2 - .5 routes at Base A and I want 1 - .5 rout at Base B, does the aircraft have to be on the route?  If not, is there a time penalty for "repositioning"?

Nope. I figure if you're doing JFK-LAX and JFK-SAN (0.5 frequencies), your plane is actually flying LAX-JFK-SAN and SAN-JFK-LAX the next day. So your plane doesn't fly JFK-SAN, fly back up to JFK and do JFK-LAX.
