Found out why.
I really need to figure out a slightly better piece of logic for close route. At present it can break and allow some routes that should not be closed to be closed. From the looks of things, you've got a LHR-LGW route on that plane which is utterly disconnected. If you close that route, you should be able to close the route in question.
