It has been decided that no airline will be allowed to change continents without first bankrupting. This is to remove any issues with regard to maximum size of an airline before moving.

New players should be able to reset within the first 7 days of game play. They dont know how saturated some airports they pick are.

Is this new policy used to reject my requests?

No, the policy was always that we would entertain requests based on airline size. There was a case where I felt the airline was too large but decided to put a top to the grey area. Remember, we are allowing transfers, it just has to be after a reset.

So basically, if I build a 10B airline with 150 737's but I want to move from North America to Antarctica, I can do that but I'll be reset down to one plane and 5M Euro.  They're saying that you can't just pack up all your planes and cash and move to another game arena, you'll have to start from scratch.
