That's because everyone has another 19 hours to get everything setup before the game actually begins (and DOP will actually mean something).

Here's another question...

How can you possibly think you can do 20 flights, to cities more than 600 miles away, with a plane that only goes 147mph, in less than 24 hours?

Not test DOP in conceptually wrong in programme testing, i am afraid in the real run, more problems come out

Will we first accrue DOP on Jan 1 or Jan 2?

After Jan 1. Technically, it would be calculated between Jan 1 and 2. The sum is for Jan 1, but you see the money in your accounts on Jan 2.
