There have been 2 changes to rent gate that should help combat gate hogging.
Firstly you can no longer rent more than 10 gates at a time, this will slow down anyone trying to rent 200 gates at a time and discourage it for a start. While most people would only be renting 1 gate at a time, this wont effect really. It has also been changed to a convenient dropdown menu. The view airport page has been left as it is with a text box to rent gates, but this has also some protection against 10 gate rentals. There has also been a check against some hacking possibilities to overcome this also.
Secondly you can no longer rent gates an airport where you own more than 10, and utilisation is low (Less than 60%) this will stop convenient gate hogging, but I am expecting an alternative to spring up and we are discussing how to stop this alternative.
