can a broker carry on as an airline in a world aswell as a broker

Previously, yes. However what we have been working on broker startup packages to allow brokers to operate independently of running an airline. Once we have reached a satisfactory level with the broker startup packages we will allow private world admins to appoint up to 2 dedicated brokers for their worlds.

So if i understand this right, that means the "packages" are in place for the public world brokers.

That is correct. Brokers no longer are allowed to setup an airline and instead must make their money off aircraft deals alone.
