As far as I know, there hasn't been any announcement of the feature being ready, although it is something that the developers want to do. Simplistically, the ideas were to make long haul flights more profitable, and (perhaps) short haul flights less profitable.
I believe there also may have been ideas going around to make larger numbers of flights have less of an impact on fares - making long haul (or indeed any flights) profitable with more than 0.5 frequency (or 1 frequency).
I think a lot of the developers are quite busy at the moment. Although a few new features are coming out, such as the improved OCP.
