That's quite a different thing.
This is solely about paying teachers...

...on the basis of how well their kids do.  And motivation doesn't really matter a whole lot.  Because some people are as motivated as they can be yet don't have the capacity or background to do what they want.

To do what they want, maybe not.
But they do have the capacity to do something...

Not much though.  For the most part, your parents are the determining factor in how motivated you are.  And if your parents are f'ing losers, that's not your fault, is it?

Not that they can't do anything, but the fact that someone has parents that don't give a crap about their kids' educations doesn't help a whole lot
