In world 5 the bases are 5 with 1 foreign base allowed. I have 4 bases with 1 outside my main continent. I tried to build a 5th base in my main opertation continent, but it said I already have the maximum number of focus cities allowed. Any ideas please?

when you make a base out of your section it takes two of your slots in your home section.
