Newly added airports (less than 50k pax) are 50k airports

Airports most recently added that have less than 50k in passenger traffic are classified as 50k airports (with 50 gates). However, existing airports with less than 50k in passenger traffic are classified as 25k airports (with 25 gates).

Any airport with less than 50k in passenger traffic should only cost 25k to rent and have 25 gates.

Old code wasn't updated for the 25k bracket. It may be updated sooner then later, in both old code and mw code, but I'm unsure if I'm going to update the airports that have made it into the game.
