As I have explained in another thread, those gates are built.

Dont these gates ever get taken off him? (just want to see the criteria for when i decide to build a terminal)

They don't get taken away. You built them, then they are yours to use, regardless how many of them you ultilize.

Unless you request a sell back of the terminal throught email to staff, or there has been a reset (inactive / bankrupcy / round reset), built gates would not be taken away.

I would assume built gates, once reset/inactive etc, would get placed in the pool simply because unless the building is torn down the empty gates are still sitting there. Either that or the terminal goes up for sale. I could use 105 Dubai gates.

No and no.

The built gates once reset, would vanish into thin air. Built gates do not affect rented gates, except for the gate builders who got a certain percentage of rented gates released in proportion to the number of gates built. After they are built, they don't have any impact on the pool of rented gates.

Realism wise the terminals would get sold to the airport/another airline, if not enough were available, odds are they'd be demolished or an older terminal would be demolished in favor of the new one.

in game, if you really want to look at it this way, the older public terminal is demolished in favor of the newest gates.  but yes, built gates never reenter circulation for the general public.  it'd too easily flood the market.
