Its also possible he grabbed the gates before work/school and will get to them later. I do that also. They have a full game day to get it done.

To be honest, thats not what I'd consider a gate hog.

Well, I am pending for moving. I thought that the system can return the gates automatically for me but it didn't return all. I have already returned lots of gates last night.

Sometimes you have to grab 4 gates when you can to create a base. I recently noticed that gates were running out at two of my planned hubs, so I quickly rented 4 gates at each and created a base (so I could build a terminal later). I was too lazy to return the gates, so I had a few extra until they were auto-returned.
