Expand terminal problem

I would like to expand a terminal in KIX, but it seems like there were no gates left. Do I need slots to have it expanded? Ot it was freely expanded?

You don't need slots to expand. Afterall, you are building the gates.

Then there were a bug. Always an error there for expanding.

and I have personally notified AEB about another problem I have seen.
