More than 1 aircraft within the first month?

I am at public world#2677.  From the very first day of playing AirlineMogul, I know that all players start with 1 aircraft at the beginning.  Even though purchasing new aircraft would increase fleet size, but at least one game month should be accounted for delivery of new aircraft.  I found that a player in my world have already 4 aircrafts operating within the first game month (or just half a month after game started).  May I know if I have missed any new game rules or are there bugs where players could "create" aircraft themselves?

This is because there is a broker in this world. This broker starts with many aircraft, and he may choose to put them for sale on the market within the first month. So no cheating there, you just have to be quick on the market
