General Chat / Rules for Hub/Base?

Hi there
If I join a world that covers Europe only can I be forced to open up my home base in one particular country, i.e. UK or may I choose any country as my home base? I have been asked by a fellow player to close down my main hub in Germany and relocate to the UK. Apparently it is a rule but I cannot find any inof on that particular rule. Our world indicates (0) 2, which I interpret as follows. I can create 2 local focus cities and 0 foreign focus cities. my domestic focus city can be anywhere in Europe upon start-up. Please correct me if I am wrong.
