Bugs / [NAB] base error

problem: i have 3 base max is 4 will not let me build 4th base.

 Base quota used:   4/4   Min / Max
                Bases:   2/4   Foreign:   1/1

I am based in Europe and i tried to open a new base there even with enough gates rated the system say i'm maxed out

i do not have a high quality program for the air craft but i can put something together so you can  better explain what you looking for when someone better at this comes along.

I made a few changes
1. company name- Star Exclusive Luxury
2. aircraft- 737-200
3. logo- a Richmond grey star on a flag with cadet grey, gold, and Richmond grey strips.
4. uniforms logo change to match and shirt is khaki

well i'm about finished my first game even missing a few days of playing here and there i did well i think

finished 31 out of 180

and i work on my fictional airline site which is not much but should be up at the end of the week

when creating route 0-100 the program prevents repeats but add a letter like s and you can have S01 3 or 4 times

Okay So i need a bit of help...I have a slogon, uniforms, colors, place of origan and some extras
I'm looking for help on with making my logo and a paint job for my airplane.

-Your Airline Name- still woring on it currently leaning on Southern Tristar Exclusive

-slogon- Hospitality, Heritage, and Pride... You love the way we fly.

-Your Airline Logo - golden triangle around TriStar aircraft

-Country Your Airline Is Registered In - Raleigh-Durham NC. USA

-Colors - [bottom]richmond grey(black/grey), [trim and fin] gold, and [top] cadet grey(blue/grey)
my idea is to have the tristar painted in the company colors richmond grey and cadet grey with a golden triangle on the back fin. the gold can also be used as trim to seperate the other 2 colors

-Extra Information - welcoming annoucements on board-
Your onboard staff is proud to show you some southern hosptiality duing your flight. Our fleet is made up of tristar aircraft offer a combination First and Business class seating, services, and amenities like the one you on today. I encourage to relax, have a glass of our famous sweet tea and enjoy your flight on on route to....

Uniforms- richmond grey(black/grey) kaiki pants with golden belt, cadet grey(blue/grey) polo shirt with a golden triangle around TriStar aircraft on on the pocket.  Optianal jacket black/grey with big golden triangle around TriStar aircraft on the back.   Hat- blue/grey gold brim
aircraft blackets are gold with black/grey triangle around TriStar the company name in blue/grey

okay I have 2 hubs one east adn one mid, but did see a nice rise when i started replacing smaller seat airplanes,. will work that for a bit.
I made my goal of getting on the contents top 25.

Goals: Do you want to aim for a top ranking?  First time playing want to make it to top 50 player and top 25 nationally in north america
I’m just having fun but want to better manage my fleet. I plan on open 1 more focus base in on the west coast. My plan is to split the aircraft into equal fleet out of each hub and build as many commin destination as possible (use each gate at least 3 time)
Any  suggest would be great

Suggestions / multiple route stops

modern airlines use 1 aircraft to stop at multiple place between there hubs.  a real world example is south west run Chicago to Baltimore to Miami  same plane
in the game we should be able to do the same. As long as we end the route in one of our hubs.

i would use south west as an example where they leave from one hub stop at a city and then continue to another hub.
