Game Strategy / 0.5 Routes

I'm trying to work out a dual hub in public world 2375 with only 0.5 flights...but I can't seem to do more than 4, even though I can get them to not teleport:

Day 1
A > HKG
HKG > B
B > SZH
SZH > C
C > HKG
HKG > D
D > SZH
SZH > E...

Day 2
...E > SZH
SZH > D
D > HKG
HKG > C
C > SZH
SZH > B
B > SZH
SZH > A

Right now, I can only get A to D set up, but not E and onwards...is it because AM hardcodes the number of 0.5 flights to be #bases * 2?
