Bugs / Unable to create routes from new base

Airlines Name : Air Pacific
id : 4250
Just create a new base is PPT but not able to create route from there
with error message "It appears the maximum number of alliance routes has been achieved from this departure airport"

Bugs / Not able to put leased in aircraft on services

my airlines ID is 4250 . Just leased in an aircraft from Shanghai airlines Aircraft ID 98317 but not able to ut it on services.
Please assist me . Thanks so much .
