If I am correct, 5 gates are needed to create a focus city.

However, I can't find the link to create focus cities. I have 6 gates @ PEK but still can't focus on it. Help please!

It's actually 4. But you're right about there not being a link, I can't find one either.

rent gate-> look to the right of the screen （create base)->focus city
