Title: Focus Cities

Ive got 5 focus cities already in world 271 and im trying to create another 1 - Dubai. Ive got the gates needed to create it however its not appearing on the list to create a focus city-is something wrong, or have i dont something wrong? i dont understand!

Is Dubai outside of your home content, also has your world got a limit on the number of normal focus cities as well as foreign?

In the case of foreign focus cities, they count as two normal focus cities. So if there is a limit of 6 normal focus cities and 1 foreign, you can create 4 normal and 1 foreign, (4 + 2 = 6) or just 6 normal.
