Title: Creating base

Can you create a new base while still in red? Not counting the 4 rented gates to make a base, how much is it to construct one at an airport serving 10 mil to 20 mil passengers?

To create a base it is 60 times to gate cost.
So a base with gates costing 100,000 euros would be 6 million euros (60x100,000)
and so on...

and to clarify you need to be in black, you can't make a hub in red.
