Title: [NAB] Cannot create foreign base

I am in world 28 and cannot create a foreign base. I have the 4 gates and have no other foreign bases.

It is not a bug.

A foreign base = 2 domestic base quota.

W28 allows up to 4 domestic bases, and you have 3 already. As a result, you only have 1 more quota, which is not enough for a foreign base.
