Title: Base Creation Problem

The game won't let me create all the bases that I have set up for when I created World 19.  I set the world up for 7 bases all together and 2 foreign bases.  I currently have 5 bases in North America, and I created a base in Sao Paulo...now it is saying that I am unable to create another base in Central America.

Like in public worlds, foreign bases count as 2 domestic bases.

Thus, you can have 5 domestic and 1 foreign ... or 3 domestic and 2 foreign. For what you want to do, you would have needed to set it up as 9 domestic and 2 foreign.

Does foreign base means a base out of your initial continent or out of your initial country ?
