I think there is some flaw in he logic of tagged gates.Let me explain the situation with a simple example.
- 1st of May: Utilization is 100% so i decide to build two gates.
- During the entire month of may i expand but not fast enough so the gates get tagged with 1.
- 2nd of June: Once again the utilization is 100% so i expand further more.
- Last part of June : I expand the terminal by another gate. With the expansion the utilization goes down to , say 93%. But the tag stays.
- 1st of July : One gate that i was still renting gets returned back to the airport authority.
To me it looks like a bug.. What does everyone else think?

Not a bug. The logic is to encourage you to not keep any extra gate, so there could be as many gates in circulation as possible. As a result, the tag is not gate specific, but rather on the airport. Instead of thinking it as "having a gate idle for 2 months", you should think of it as "an airport with under-utilization for two months".
If we use a gate specific logic, people could return the gate that they hogged, and then lease it back out again within the month, and escape the tag.
