I assume after you reinstalled, it reset the graphics settings, because my first thought was that you had changed some graphics settings.
Maybe something is wrong with your graphics card or computer. If you reinstalled the game, they must be the source of the problems.

graphics settings will never give out blank or missing textures. And i have played around with the display settings to no effect. and also the cfg file is still the one from before the reinstalls so I'll give them a try. Also nothing wrong with my laptop as GTA san andreas works without any problems

They will, if you run out of graphics memory. What graphics card does the portable have? Did you do anything with its drivers?

I updated it before the reinstall although I think I did play FS without any problems
