This guy is a big rival of mine but on the page above it says he is 'Inactive.'

Does this mean he is on holiday or something? Does it just mean he hasn't logged in in a week or so?

If it is the latter, am i the only guy that thinks if somebody doesn't got in for 30 days there routes should be taken away and their planes put on the market?

After 14 days a player is marked inactive and an email is sent. They then have a further 7 days to login to their account and into the specific world. If after 21 days the player has not logged into their account, they are automatically bankrupted.

As much as you like, provided your value remains above 0. However that bankrupting script is not running.

When an airline is bankrupted, it is returned to a new airline state. So yes all routes are closed, they loose all money, and planes are gone.
