I thought I could rent gates while I was still in the red - why is it telling me I don't have the money to do it now?

You may rent gates when in negative. But IIRC when you have reached 10% (in negative cash) of your airline value the game won't let you

That and you can't rent gates at an airport where you already have gates while being in the red
