It seems legal to me, it's not 2-plusX 0.5 frequencies on a single route, but I am not a moderator. My profound apologies if this is wrong!

2. n.5s per city per plane. No more than 2 0.5 per city pair per plane.
So you can do ATL-LAX, ATL-SEA and LAX-SEA or something like that and it should be legal.

Wrong and wrong.
It is no more than 2 n.5 per city pair regardless of the plane(s) used
and no more than 2 non-loop n.5 per plane (as allowed / prohibited by the codes of the game) regardless of cities.
Steeler, if you have a base / alliance base in either lax or sea, the loop you posted, by itself, would be legal.

Ok. I generally avoid the n.5x frequencies, but thanks for letting me know.

As long as the code allows it and that you do not exceed 2x n.5 limit per city pair.

Can elbonia or stephen make a code that only allows 2 .5freq routes from 1 port to another per airline?

...I'm really lost. Can someone explain the .5 rule in as simple of language as possible? Thanks!

If you say 0.5 flights, it means they won't be returning to the homebase after that particular flight.
For example, if the airplane have 0.5 flights from KATL to KLAX, it means it won't be returning to KATL until the next day.
So think like this: if you want to fly from KLAX, you have to make a base there. Thus you can start flying from there to anywhere (as you pointed out that you want to fly to KSEA from there). Then, you can start KATL-KSEA to mimick thus what you said that the plane flies from KSEA-KATL. Or, if you want to really to fly from KSEA-KATL (taking passenger from KSEA, instead of KATL), then you have to start a base there too.

That made no sense. Simple terms, it means to have a one way flight to a different airport from your own. You can only have 2 0.5 frequencies on the same route. Ie. KLAX to KSEA you would have a maximum of 2 0.5 frequency flights and as many 1 frequency flights as you like. This goes for any aircraft. But I suggest don't put 2 or more flights on the same route as it ruins prices.
